Reports To
HUC Lead / Commissioning Manager
Position Overview
The Hook-up & Commissioning (HUC) Engineer plans and executes the critical transition from mechanical completion to operational readiness for offshore platforms, FPSOs, and subsea production systems. This role ensures that all systems are safely and correctly tested, commissioned, and handed over to operations, bridging the construction and operations phases of offshore projects.
Key Responsibilities
- Develop hook-up and commissioning procedures, test plans, and system completion strategies for offshore facilities
- Create and manage commissioning punch lists, system completion registers, and handover documentation
- Plan and coordinate pre-commissioning activities including flushing, hydrotesting, chemical cleaning, and drying of piping systems
- Execute functional and performance testing of process, utility, and safety systems during commissioning phases
- Manage the interface between construction completion and commissioning through the MC (Mechanical Completion) and PAC (Pre-Commissioning and Commissioning) systems
- Coordinate with operations teams on system handover, operational readiness reviews, and start-up sequences
- Manage commissioning punch lists, exceptions, and concessions with engineering and construction teams
- Support safe start-up and initial operations, including first oil/gas introduction and performance verification
- Ensure all commissioning documentation complies with regulatory requirements and project specifications
- Conduct commissioning readiness reviews and risk assessments prior to system energization and start-up
Qualifications
Required
- Education: Bachelor's degree in Mechanical, Process, Chemical, or Instrumentation Engineering
- Certifications: BOSIET/FOET; Valid Offshore Medical; Commissioning management certification preferred; NEBOSH Certificate advantageous
- Experience: Minimum 5 years in hook-up and commissioning of offshore oil and gas facilities; experience across topsides, FPSO, and/or subsea systems
- Technical Skills: Process systems commissioning; mechanical completion management; P&ID and cause-and-effect verification; preservation systems; commissioning planning tools (MC+P, PIMS, GoCom)

Market Intelligence
$600–$1,000/day
Shortage Level: High
Key Skills Gap: HUC Engineers with end-to-end experience from mechanical completion through first oil; candidates often have partial lifecycle experience (pre-commissioning OR start-up, rarely both)
Regions in Highest Demand: Middle East, North Sea, West Africa, Brazil, Southeast Asia
Demand Drivers: Wave of FPSO deliveries and hook-up campaigns; brownfield modification projects requiring commissioning expertise; offshore wind substation commissioning creating additional demand stream
