Position Overview
The HSE Manager is the senior health, safety, and environment leader on offshore installations, responsible for developing, implementing, and maintaining comprehensive HSE management systems to ensure the safety of all personnel, protection of the environment, and regulatory compliance. This role is the primary HSE authority on the asset and a key member of the offshore management team.
Key Responsibilities
- Develop, implement, and maintain the offshore HSE management system in compliance with corporate standards and regulatory requirements
- Lead and promote a strong safety culture across the installation through visible leadership, coaching, and engagement
- Manage the permit-to-work system and ensure compliance with isolation and control of work procedures
- Plan, coordinate, and execute emergency response drills and exercises including fire, abandon platform, and medical emergencies
- Conduct and oversee HSE audits, inspections, and behavioural observation programmes
- Lead incident investigation using structured methodologies (RCA, Bow-Tie, Tripod) and ensure lessons learned are disseminated
- Manage and coordinate HSE aspects of simultaneous operations (SIMOPS) on the installation
- Develop and deliver HSE training programmes including inductions, toolbox talks, and specialist safety training
- Monitor and report HSE performance metrics including TRIR, LTIR, near-miss reporting, and environmental discharges
- Ensure compliance with environmental permits and manage waste, emissions, and discharge programmes
- Liaise with regulatory authorities during inspections and audits
- Manage the occupational health programme including noise, vibration, chemical exposure, and ergonomic assessments
Qualifications
Required
- Education: Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or related discipline
- Certifications: NEBOSH Diploma (or equivalent); OPITO BOSIET/FOET; Offshore Medical; IOSH Chartered Member (CMIOSH) preferred; ILM/management qualification advantageous
- Experience: Minimum 10 years in HSE management within the oil and gas industry, with at least 5 years in offshore supervisory/managerial roles
- Technical Skills: HSE management systems (ISO 45001, ISO 14001), incident investigation, emergency response management, permit-to-work systems, regulatory compliance, risk assessment methodologies, SIMOPS management, occupational health
Preferred
- CMIOSH (Chartered Member of IOSH)
- NEBOSH Diploma or equivalent professional qualification
- Experience with multiple regulatory regimes (UKCS, NCS, GCC, APAC)
- Lead auditor qualification (ISO 45001/14001)
