Position Overview
The HSE Officer supports the day-to-day implementation of health, safety, and environmental programmes on offshore installations. This hands-on role ensures that HSE procedures are followed, hazards are identified and controlled, and all personnel work in compliance with safety requirements. The HSE Officer is the visible face of HSE on the installation, interacting with all levels of the workforce.
Key Responsibilities
- Conduct daily workplace inspections and safety patrols to identify and rectify hazards
- Administer and audit the permit-to-work system ensuring all work activities are properly risk-assessed and authorized
- Facilitate and participate in toolbox talks, pre-job safety meetings, and task risk assessments
- Monitor and enforce compliance with PPE requirements, safety procedures, and housekeeping standards
- Support emergency response activities including muster, first aid, and firefighting support
- Conduct behavioural safety observations and provide constructive feedback to improve safety culture
- Assist with incident and near-miss reporting, initial investigation, and documentation
- Monitor environmental compliance including waste management, chemical handling, and discharge permits
- Maintain HSE documentation including inspection records, training records, and statistics
- Support HSE induction and training for new personnel arriving on the installation
- Assist the HSE Manager with audit preparation and corrective action tracking
- Monitor compliance with lifting and rigging, working at height, and confined space entry procedures
Qualifications
Required
- Education: Diploma or Bachelor's degree in Occupational Health & Safety, Environmental Science, or related field
- Certifications: NEBOSH IGC; OPITO BOSIET/FOET; Offshore Medical; First Aid at Work
- Experience: Minimum 3 years in an HSE role within the oil and gas industry, including at least 2 years offshore
- Technical Skills: Permit-to-work systems, risk assessment, workplace inspection, incident reporting, environmental monitoring, safety observation programmes, emergency response procedures
Preferred
- NEBOSH International Diploma
- IOSH membership (TechIOSH or GradIOSH)
- Additional training in confined space entry, working at height, and lifting operations
- Experience in construction and commissioning phases

Key Skills Gap: While HSE Officers are more readily available than HSE Managers, finding candidates with strong permit-to-work management skills and genuine behavioural safety engagement capability (not just administrative) remains challenging.
