Position Overview
The Project Engineering Manager (PEM) is responsible for leading and coordinating all engineering activities across a project, ensuring that the engineering deliverables meet project requirements, are delivered on schedule, and integrate across disciplines. This role acts as the bridge between the engineering team and project management, translating technical complexity into project execution decisions. The PEM role demands both technical depth and project management acumen, making experienced candidates a valuable and scarce resource.
Key Responsibilities
- Lead and manage the multi-discipline engineering team (process, mechanical, structural, electrical, instrumentation, pipeline, subsea) across project phases.
- Develop and maintain the engineering execution plan, including design philosophy, deliverables list, and man-hour budgets.
- Ensure engineering deliverables are produced on schedule and meet project quality and technical requirements.
- Coordinate engineering interfaces between disciplines and manage technical interdependencies.
- Review and approve key engineering deliverables, including design basis, specifications, and data sheets.
- Manage EPC contractor engineering deliverables, including review, comment resolution, and approval.
- Support procurement with technical evaluation of bids and vendor document review.
- Conduct and participate in design reviews, HAZOP, HAZID, and constructability reviews.
- Manage engineering change control and ensure all changes are properly assessed and documented.
- Report engineering progress, issues, and forecasts to the project management team.
Qualifications
Required
- Education: Bachelor's degree in Engineering (any discipline); Chartered Engineer preferred
- Certifications: PMP preferred; BOSIET/FOET for offshore visits
- Experience: 12–18 years in offshore engineering with 5+ years in a project engineering management role
- Technical Skills: Multi-discipline engineering coordination; engineering planning and scheduling; design review and quality assurance; EPC contractor engineering management; interface management
Preferred
- Experience managing engineering across multiple project phases (concept, FEED, detailed design, execution)
- Involvement in FPSO or subsea project engineering management
- Knowledge of 3D model review and BIM/digital delivery
- Familiarity with engineering quality management systems and audit processes
